The situation

The charger is billed per kWh, so its meter falls under measuring law. In Germany, where the charger stands, national rules apply today.

From October 2028, EU-wide rules apply, with a transition for equipment built to national rules.

Directive (EU) 2026/706 adds measuring systems for charging equipment to the Measuring Instruments Directive.

Until then: national rules

Until the new EU rules apply, metering at chargers follows national law, and equipment that meets national rules and was placed on the market before 10 April 2030 may still be put into use afterwards. Germany's measuring and calibration law, for example, leads operators to use : the meter signs its readings, and a driver can check them with the meter's public key. carries these readings from charger to backend, at minimum a signed start and a signed end value.

What the driver sees

Under the new EU rules, the measurement result may be shown on a local display, remotely, or on the driver's own device, as long as it remains traceable to the meter. The meter in the charger is described in Charging hardware, stop 07.
