What does a battery need for safety and permits?

The situation

The annual inspection. The fire service's officer walks around the container with the operator, checks the distances, the detection and the access.

The manufacturer's safety documentation lies on the table.

The questionWhat makes a battery container safe, and who checks it?

EU Batteries Regulation, Annex VTen safety tests, and gases throughout
What it tests
Thermal shock and cyclingsudden temperature changesintegrity
External short circuitoutside the batteryprotection
Overchargetoo much energy inprotection
Over-dischargetoo much energy outprotection
Over-temperaturetoo hotprotection
Thermal propagationfault spreadingprotection
Mechanical damageexternal forcesintegrity
Internal short circuitinside a cellbehaviour
Thermal abuseextreme heatbehaviour
Fire testexposure to firebehaviour

An eleventh parameter, the emission of gases, applies across all ten tests. The parameters apply as far as the hazard exists for the system in question; manufacturers must also assess and mitigate hazards not listed.

Safe by documentation

Stationary battery energy storage systems must be safe during normal operation and use. Their technical documentation must show successful tests for the safety parameters of Annex V, assess other possible hazards, show that those were mitigated, and include instructions for the case that a hazard occurs, such as a fire or explosion. On site, the building and fire rules of the Member State can add requirements; here, the fire service checks distances, detection and access.

Passport and second life

  • : from 18 February 2027, every industrial battery above 2 kWh, every EV battery and every battery for light means of transport placed on the market needs an electronic record with information on the model and the individual battery.
  • : EU law defines repurposing as using a battery, or parts of it, for a purpose other than the one it was designed for, such as a former car battery in a stationary system. Its safety documentation must then be reviewed.

01Question 1 of 3

Which test checks whether a fault in one cell spreads to others?

02Question 2 of 3

03Question 3 of 3

A former car battery is used in a stationary system. What does EU law call that?
